1.   A meeting held in Tokyo in early June between the warring Cambodian factions failed to achieve a breakthrough in the search for peace.

2.   International pressure on the Cambodian factions to agree to a settlement had increased markedly in late August and early September.

3.   In June Japan had hosted a peace conference of the various Cambodian factions.

4.   The warring Cambodian factions did not participate.

5.   Sihanouk called for a fraternal meeting of the four Cambodian factions.

6.   July was a month of hectic diplomatic activity following the partial peace agreement reached by the warring Cambodian factions in Pattaya, Thailand, in late June.

7.   The agreement was signed by the four Cambodian factions, represented by the all-party Supreme National Council.

8.   Despite the apparent progress at the UN, the Jakarta meeting ended early after the Cambodian factions failed to agree on the wording of a final communiqu.

9.   The regroupment, cantonment and demobilization of the four Cambodian factions would begin by June.

10.   A final round of talks was scheduled to take place in China between all the Cambodian factions and France and Indonesia.
