2.   Ad agencies say a proposed increase in flat rates for cable commercials would more than offset money actors would lose by scrapping the pay system for network ads.

3.   Advertisers want the opposite, expanding flat-rate wages for cable commercials to network TV because of shrinking audiences for broadcast networks.

4.   In its place would be a flat-rate system similar to the existing one for cable commercials.
