1.   Joint police patrols, the local foundation on which the federation is built, have been slow to form.

2.   Tito had built a federation based on the parity between the different ethnic groups, and on the renunciation to a Serb supremacy.

3.   In an interview on Bosnian television late last month, Zubak urged caution and a slow approach to building the federation.
