1.   Angelides says the state can compensate for the potential conservation problem and the lack of hard collateral by making sure that sufficient rates are pledged to bond repayments.

2.   Disney guaranteed the bond repayments with its corporate bond rating, enabling the city to repay the bonds at a lower interest rate than had otherwise been possible.
