1.   The court agreed to interpret the False Claims Act, a federal law that authorizes individuals to bring lawsuits accusing government contractors of fraud and misuse of federal money.

2.   The suit reportedly accuses the contractors of improperly disposing of materials and polluting the surrounding land.

3.   Government and labor leaders have accused Hess contractors of importing workers from the U.S. mainland for jobs that locals can do.

4.   The lawsuit also claims inadequate expansion joints have caused sidewalks and walls to crack, and accuses the contractor of allowing various structural deficiencies.

5.   They accuse the contractor of disclosing only that additional stabilization work was needed.

6.   They accuse the contractors of making inordinate profits.
