31.   Israel and the PLO resume Tuesday in Cairo negotiatons on elections to a Palestinian autonomy council and the extent of its legislative powers.

32.   A second group will be freed on the eve of elections to the autonomy council, and a third according to conditions which remain to be negotiated.

33.   Another difference is over the size of the autonomy council to be elected.

34.   Arafat also said he had met officials of his mainstream Fatah movement in Tunis to discuss plans for holding elections to a Palestinian autonomy council.

35.   Arafat also said Israel and the PLO had agreed on the participation of Palestinians living in occupied East Jerusalem in the elections to a new autonomy council.

36.   Arafat has accused Israel of deliberately delaying elections to an autonomy council to avoid the redeployment of troops which is due to take place before voting.

37.   Arafat urged Israel in his acceptance speech to speed up the peace process with an army redeployment on the occupied West Bank and elections for a Palestinian autonomy council.

38.   But Arafat did not give a date for the election of an autonomy council foreseen by peace accords with the Israelis.

39.   But he said the meeting had covered the question of Palestinian elections to an autonomy council, which were originally scheduled for last July but have been repeatedly postponed.

40.   But Arafat must be careful not to disrupt the peace process due to result later this month in the election of a Palestinian autonomy council headed by himself.
