21.   Place the oil, vinegar, peppers and garlic in the work bowl of a food processor.

22.   Put the cornstarch and hazelnuts in the work bowl of a food processor fitted with the steel blade and process with a few short bursts to combine.

23.   Remove it from the oil and transfer to the work bowl of a food processor and process until smooth.

24.   Scrape the sides of the work bowl.

25.   Scrape down the sides of the work bowl and pulse again once or twice.
