21.   Libyan leader Moamer Kadhafi arrived in Niamey aboard a Libyan aircraft on Thursday, in violation of the UN air embargo against his country, state television reported.

22.   Officials said the United States was also opposing the use of Libyan aircraft as emergency backup in line with UN resolutions.
