21.   NATO leaders began arriving Tuesday at an airbase outside Rome for a landmark summit which will create a new NATO-Russia Council.

22.   Prague will also host in November a landmark summit of NATO, which it joined three years ago.

23.   Portugal has gone against the flow of the meeting, saying the landmark summit should tackle human and social rights issues in addition to trade and investment.
