21.   An election council was formed Tuesday, clearing the way for new municipal and local elections in Haiti next year.

22.   Lawyers for the state and the Hawaiian sovereignty elections council which ran the vote argued that the plebiscite does not create a government.

23.   Prime Minister Smarck Michel has said elections would likely be held within four months of the creation of an election council.

24.   The election council will set the date for elections after the new electoral law is promulgated by President Jean Bertrand Aristide.
