21.   Suspicion had been centered on the water truck, and embassy spokesman Dudley Simms said Friday that embassy officials still think the truck was the likely delivery vehicle.

22.   These included taking nuclear forces off alert, removing warheads from delivery vehicles, ending deployment of non-strategic nuclear weapons and ending nuclear testing.

23.   Russia has insisted that the warheads as well as their delivery vehicles must be destroyed in order to eliminate the possibility of future re-deployment.

24.   Shops must also be restocked, and delivery vehicles will be given priority on all roads and motorways in the Netherlands.
