11.   At present, Samy Vellu said the toll rate is being determined after taking into consideration the cost of constructing, operating and maintaining the toll-expressway.

12.   But to be fair, these motorists are getting free passage - as the Government has not decided on the toll rates.

13.   Certainly PLUS and ELITE, the two expressway concessionaires involved in the Government decision not to raise toll rates, are helping.

14.   Describing the complaints on the toll rates and low traffic at the Second Link as a temporary setback, he said motorists would eventually make use of the bridge.

15.   Different toll rates will also be charged for use of the expressway.

16.   Er also urged Samy Vellu not to impose high toll rates on the Malaysia-Singapore Second Link as this would mean additional expenditure for importers and exporters.

17.   He described the new toll rates as reasonable.

18.   He praised the Cabinet for its decision to ask for a review of all highway concession agreements to seek reduced toll rates and an extended collection period.

19.   He said he had instructed his officers to prepare within two weeks working papers for the Cabinet to decide on new toll rates.

20.   He said it would defeat the purpose of building the bridge if the toll rates were too high.
