11.   President Alexander Lukashenko said Thursday he would cancel a parliamentary runoff election set for the fall and would press on with a controversial referendum on extending his powers.

12.   The autocratic Lukashenko also blocked funds for the parliamentary runoff races.

13.   The two leading opposition parties on Wednesday signed an agreement to cooperate in parliamentary runoff balloting.
