11.   If it does not contain asbestos, sand it smooth and paint it with two coats of a latex wall paint.

12.   If you want to paint the rack, apply a latex enamel undercoater, followed by an eggshell-finish latex wall paint or semigloss latex enamel.

13.   If there are two coats on, sand the finish and apply a latex enamel undercoater, then two coats of a flat latex wall paint.

15.   Latex primers are pretty good vapor barriers, so is eggshell finish latex wall paint.

18.   Sand lightly to reduce gloss and roughen the finish, and apply one or two coats of latex wall paint.

19.   Then paint with a flat latex wall paint.

20.   Then paint with a thin coat of a latex enamel undercoater, and finish with two thin coats of a latex wall paint.
