11.   At the same time, formal negotiations for a final status agreement will begin.

12.   Barak said his government would abide by the Wye requirements to withdraw, but suggested it be done in combination with the opening of final status negotiations.

13.   Barak said he would also immediately reopen negotiations with the Syrians, and resume the thorny final status talks with the Palestinians.

14.   Barak wants Arafat to agree to rethink the pact, which was an interim agreement, and to consider combining it with the final status peace accord.
