11.   IPTL has pointed out that it is not in the interest of the Government to take the matter to arbitration as the default notice cannot be supported by evidence.

12.   Mechmar stressed that it is of the opinion that the underlying motive of the default notice is to frustrate the continuing development of the IPTL project.
