11.   The bulk of the money has been earmarked for eastern North Carolina for temporary housing, home repair, debris removal and replacement of cars and other possessions.

12.   The short-term bond offering will pay for such things as debris removal and unemployment insurance for workers idled by the World Trade Center collapse.

13.   Traffic stalled in many parts of San Juan, where no traffic lights worked and debris removal continued.

14.   Federal funds also will help the counties pay for debris removal and emergency services related to the floods, the agency said.
