11.   The commission comprised representatives of large and small businesses, labor, local government and the academic world.

12.   The commission comprises officials of the defence and interior ministries and the intelligence service.

13.   The joint commission will comprise three representatives each from the government and the opposition, with co-chairmen representing each side.
