11.   North Korea has been branded as one of those radical nations building nuclear missiles.

12.   Rightly or wrongly, Beijing fears its smaller nuclear deterrent could be neutralized by a U.S. missile defense project, and threatens to build more missiles.

13.   Russia, supposed to be a developing capitalist partner, helps Iran build missiles that will be able to reach U.S. troops in the Mideast.

14.   Such a shield in the eastern Pacific region might also make China think it had to build more missiles to keep its own nuclear forces from being marginalized.

15.   The best way to protect against a missile attack is to discourage our adversaries from building the missiles in the first place.

16.   The mere threat of deployment would therefore encourage China to build more missiles, setting off an arms race in Asia.

17.   They could do so more quickly and cheaply than they could build intercontinental missiles.

18.   They are building more missiles and seeking to externalize their internal problems ....

19.   With each of these events, support within the administration for building a missile defense withered.

20.   But the United Nations says Iraq is still concealing data on these programs and has continued to pursue efforts to build long-range missiles.
