11.   Most Arab governments are guilty of serious human rights violations that include arbitrary executions, torture and disappearances of dissidents, an Arab human rights group says.

12.   The commission also will hear reports from investigators on a range of issues, from arbitrary executions to violence toward women, abuse of children and religious freedom.
