1. Lousy test scores, the promotion of students who are already performing below grade level, dropouts and pregnant girls. 2. The uncomfortable truth is that every time Bush has come before Republican voters, he has performed below those great expectations. 3. Although these figures are not conclusive evidence that the Internet is grinding to a halt, they do suggest it is performing below its best. 4. And both are performing below preseason expectations. 5. And yet, he continues to perform below expectations. 6. And, despite some direct hits on important targets, he has performed below expectations. 7.
