1.   Although he is a longtime defender of the school lunch program, Goodling said he was under a mandate from House Republican leaders to change the school lunch program.

2.   But Goodling said he wants to take no chances.

3.   But Goodling said Lugar later rejected that agreement.

4.   But Goodling says his senior position has also enabled him to funnel money to the district.

5.   But Goodling says the GOP plan is necessary to save Medicare from bankruptcy.

6.   But, Goodling said he would oppose an amendment or legislation requiring students to recite a federally-written prayer.

7.   Goodling said Goodling said he supports welfare reform, but it cannot be a piecemeal effort.

8.   Goodling said he hoped the House would pass a bill in early March that could be negotiated with the Senate and signed by President Clinton by mid-March.

9.   Goodling said he plans to resolve that issue with Rep. Donald Payne, D-N.J., who heads the Congressional Black Caucus.

10.   Goodling said he was leaning against supporting the bill Wednesday, until House leaders made some last-minute concessions for rural hospitals.
