1.   It no longer makes sense to give the Pentagon a blank check when funding for domestic programs is being reduced.

2.   An array of rank-and-file Republicans lawmakers were demanding that other domestic programs be cut to offset the new emergency spending.

3.   And if the cuts come only from domestic programs, some members of Congress might feel their turf is also out of bounds.

4.   And Democrats also want to add back money Bush proposed cutting from popular domestic programs for the environment, or highways or job-training programs.

5.   And he is as devoted a foe of defense pork as he is of domestic program waste.

6.   And the Republicans are betting that voters would like to see this money dedicated to tax cuts, not other domestic programs.

7.   Appropriations committees must parcel out a limited pot of discretionary spending for domestic programs such as student aid, immunizations and veterans health care.

8.   As Congress whacks away at domestic programs, there is no good reason to exempt the space agency from sharp scrutiny.

9.   At the same time, Bush is trying to address concerns that his administration is spending too much money on the military and not enough on domestic programs.

10.   Both Bush and McCain support increased spending for the military and reining in spending on many domestic programs.
